New to homeschooling...help??

Question:
My middle child is currently enrolled in public school, and is learning
nothing except bad behavior! I am considering homeschool as an alternative
for her starting ASAP!
I need an address/phone number/website address where I can sign up for some
kind of correspondence courses available for free or cheap that is geared to
Grade 2
If there aren't any such courses available, where do I get the
books/materials I need to educate her properly?
I live in Ottawa, Ontario, Canada
This is a scary proposition, as I would really like to do the right thing
for her, but the public schools just aren't appropriate for her. All she is
learning is how to get into trouble. Her siblings don't have this problem.
She has some emotional problems that the schools just aren't equipped to
handle.

homeschoolers are listed.
There is a big Homeschooling conference in Toronto on Oct 3rd and I know
there iare still some spaces available.You can find out more about that
